Meet Your Board

The strength of any District begins with the people who volunteer many hours for something they care about: their community. We are very fortunate to have the talent and expertise of our board of directors and we encourage customers to get to know them. You already have a lot in common: our secure, healthy and reliable water future!

The District is governed by a five-person elected Board of Directors.  These individuals live in Parker and volunteer time and talent to address a variety of water-related concerns.

Mary Spencer - President of the Board and Parker Water Customer Serving as President, Mary’s proven leadership continues to provide residents with reliable, quality, and cost-efficient water services. Complete with her years of financial experience, remarkable honesty, and dedication to the community, she remains comfortable facing the tough decisions. A team player, Mary respects differences in opinion and hearing the individual voice. Perhaps that’s why the people elected Mary (twice) to help govern their water and wastewater services.

Randy Huls - Vice President and Parker Water Customer - Randy brings to PWSD's Board a voice of knowledge regarding water-related issues. He integrates years of engineering experience with a solid understanding of the community's need for a sustainable water supply. During his many years of dedicated service to the community, Randy has seen Rueter-Hess Reservoir become a reality and water supply options appear on the horizon. Active in the community, he remains dedicated to public education and serving as Vice President of the Board..

Mike Casey – Secretary of the Board and Parker Water Customer Serving as Board Secretary, Mike’s brings extensive knowledge regarding water infrastructure and water supply issues. He has served on the El Dorado Mutual Water District’s Board, owned a steel manufacturing company, is experienced with underground utilities, and currently works for Arapahoe County’s Facilities and Fleet Management. Mike understands the financial importance of maintaining existing infrastructure, while planning for future capital improvement needs. Dedicated to serving the community, Mike also is involved with four other districts to analyze the financial and water supply benefits of regionalization.

Sheppard Root - Treasurer - - -Sheppard Root is a publicly elected director and Treasurer of the Board of Directors. Shep was reelected in May of 2008 to his third term as a director of the Parker Water and Sanitation District in Parker, CO. He is a Bradbury Ranch resident who supervises teams of explosive detection officers for the Department of Homeland Security at Denver International Airport. Shep Root is past Chairman, past Vice-Chair and past Secretary of the district

Darcy Beard - Board Member and Parker Water Customer - A Certified Public Accountant (CPA), Darcy specializes in accounting, budgeting and management of water and sanitation districts. For over 20 years, Darcy’s expertise, advice and fiscal restraint have ensured that each of the seven districts she serves operate in a fiscally responsible manner through annual budget studies, annual rate reviews, review of capital improvement programs and monthly review of all income and expenditures.
