Meet Your District Manager
Frank Jaeger

Frank Jaeger has served as District Manager for Parker Water & Sanitation District since 1981.  He is a Director of the South Metro Water Authority. He is a member of the Board of Governors of the Southeast Business Partnership, and he is a member of the Parker Economic Development Council.  His involvement and leadership in these agencies is indicative of his commitment to encouraging water cooperation, with water quality and water quantity as a priority in the state of Colorado.

Mr. Jaeger received the “Distinguished Manager of the Year” award from the Special District Association for the year 2000.Under his direction, Parker Water and Sanitation District was selected as the Special District of the year for 2003 by the Special Districts Association.  He was awarded the 2003 Cornerstone Award from the Parker Economic Development Council, which honors individuals whose deeds, vision, commitment and leadership help set the course for Parker’s growth and quality of life.

Through three decades of service, Mr. Jaeger has been instrumental in bringing together experts in water law, hydrology and engineering to ensure an adequate water supply for Parker’s current and future needs.  His leadership in innovations such as the use of well injection as a storage option, augmentation of water resources through the capture of AWT treated wastewater, and irrigation return flows, is known throughout the state.  The Rueter – Hess Reservoir, is currently under construction.  Mr. Jaeger has received a federal permit for enlargement of the reservoir to provide storage for Castle Rock, Stonegate Metropolitan District and Castle Pines North Metropolitan District and additional Douglas County residents providing another example of Frank’s commitment to the principles of cooperation and long-term water quality and availability along the Front Range.

Mr. Jaeger’s most recent endeavors include the promotion of rotational crop management of portions of farms owned by Parker Water and Sanitation District thereby allowing the sharing of water with municipalities and money with the farming communities.


Meet Your Assistant District Manager
Jim Nikkel

Jim Nikkel, P.E., is a licensed Professional Engineer in the State of Colorado.  He has been involved in the field of water and wastewater transmission and treatment for the last 25 years. Jim’s specialization with water and sanitation includes independent consultation for various districts for fourteen years where he provided study and usage assessment water resource reporting such as infrastructure and other operational recommendations for better efficiency. 

Jim’s service to Parker Water and Sanitation District  includes ten years as the District Engineer and more currently, he is the Assistant District Manager.  One of the bigger projects that Jim is closely managing is the Rueter-Hess Reservoir.  This is an essential project in moving the District toward renewable water that effectively will double the reuse rate of the community’s water supply from 40% to 80%.  Jim is overseeing construction management of the reservoir expansion with an anticipated mid-2012 completion date as well as his other day-to-day operational functions on behalf of District customers.

Craig Miller, Parker Water Efficiency Specialist

Craig Miller has a B.S. in Horticulture and Forestry from Michigan State University.  He has spent over 40 years in the Green Industry, having worked in a variety of capacities, including nursery sales and landscape design, landscape construction and maintenance, urban forest management, pesticide application, lawn and tree care, open space management, and tree and landscape care sales.  He is an ISA Certified Arborist and a Colorado licensed pesticide applicator.

In his present position, he is the Water Efficiency Specialist and Horticulturist for Parker Water and Sanitation District.  As such, he holds many FREE workshops at Tagawa Gardens to help people learn the many ways in which to save water (and money) through more water-efficient landscape/irrigation practices and effective in-home water use. At Craig’s home in Parker, outdoor Xeriscape conversion to his backyard in ‘04/’05 from all blue grass to a combination of blue grama grass, xeric perennials and a limited strip of functional blue grass have realized a summer water savings of 35% over pre-2005 levels!  Indoors, even with a teenage daughter who “loves lots of long, hot showers,” the Millers have benefitted from water reducing fixtures like low flow 1GPM showerheads and faucet aerators.  Here, too, their overall water consumption has been reduced as a result. 

Parker Water and Sanitation District awarded outstanding Water Laboratory in Tri-State annual competition

Parker Water & Sanitation District has been awarded "Outstanding Water Laboratory" by the Rocky Mountain Section of the American Water Works Association (RMSAWWA) in competition with water utility providers in Colorado, New Mexico, and Wyoming. This award is given only Lab Staffwhen the highest criteria are met for 'exceptional performance, dedication and teamwork' in providing safe drinking water to customers. Our Laboratory staff prides itself on providing you with drinking water that exceeds EPA and State Health requirements.

In addition to receiving highest marks in a broad spectrum of water quality tests and analysis processes, the award was also given to PWSD for their fieldwork performed above and beyond its own customer service area of approximately 45,000 customers. PWSD's certified lab technicians have been called to assist other districts in Arapahoe, Douglas and Elbert Counties with water-quality testing and analysis due to inadequate on-site lab capabilities or under-trained personnel.
